NARC is a third-person shooter in which the player must track the distribution of the lethal new narcotic “Liquid Soul” across two cities in Asia and the United States. The player takes control of either Narcotics Detective Jack Forezenski (voiced by Michael Madsen) or D.E.A. agent Marcus Hill (expressed by Bill Bellamy). Both are led by Narcotics Chief Joe Kowalski (voiced by Ron Pearlman), and the player alternates between them as the story progresses. As an undercover cop, players can roam the streets and administer justice as they see fit. Aside from storyline missions, players can encounter and stop 12 types of randomized street crimes from increasing their “badge rating” (loosely, a measure of their trust in the police). Players can also flash their badges around to make criminals surrender or flee. Criminals who resist must be defeated in a small “struggle” minigame before being handcuffed. Players can also arrest drug dealers in the alleys and safely deposit their drugs at the station. Alternatively, the player can rob drug dealers of their cash and stash before selling the drugs to civilians for profit. The player can also use the drugs themselves for temporary beneficial effects (ecstasy prevents enemies from attacking, speed causes you to run and shoot faster, and so on) at the cost of badge points and the potential for addiction. Excessive use of force against unarmed civilians or selling drugs to other undercover cops result in significant badge point losses.
