The game takes place on a hexagonal battleground. With limited finances, the player must construct an army of up to 50 units and should seize cities and factories to boost its coffers. A mission is completed when the player captures the opposing capital, destroys or captures their factory, wipes out all enemy units, or eliminates all enemy troops. The units are real-world representations of existing military hardware from various countries. The player can gain combat experience to unlock two more versions of a specific team (for example, the American AH-64 Apache can be upgraded to Longbow Block II and Longbow Block III configurations). Other groups can be obtained by completing a series of solo missions and then employed in the story and skirmish modes. The factions in the game are fictitious representations of Japan, the United States, Russia, China, Iraq, and the United Kingdom, with Germany serving as a hidden faction. The campaign of Portable 2 takes place in the Middle East. As in the original game, the player is a commander in the Wild Geese mercenary force, assisting one of two factions. There are 28 levels in all. However, the player may be unable to complete them all in a single play-through. For example, failure to capture the enemy capital by the end of the last turn can unlock the other phases.
