2007 has passed, and the world is recovering after a horrific nuclear war. Recently, the administration of the United States of America has been making efforts to encourage peace negotiations with the countries that make up the Eastern Bloc. Sergeant Rex Power Colt, a Mark IV Cyber Commando, is dispatched to an uninhabited island to investigate some odd activities that have been taking place there. Soon after, he finds out that Colonel Sloan, the leader of the Omega Force and his former superior, has infused himself with the blood of mutant dragons roaming the island to acquire incredible new powers. As a result of this, Colonel Sloan is now far more powerful than he was before. Sloan intends to create his army of renegade cyborgs to sabotage the ongoing peace negotiations. Rex is tasked with freeing the island and thwarting the Colonel’s deranged ambitions, with the assistance of Sloan’s assistant, Dr. Darling, who has defected to the opposing camp.
