Onizuka Youichi, a negotiator from New York, has signed a contract with the Japanese police and is working for Zero Department, which specializes in hostage negotiation and is just established. Onizuka Youichi works for Zero Department. However, when another department requests an examination of a stalker case owing to being short-staffed, Onizuka is ignorant that it is a sign of a series of deadly events that are about to follow, where he and his co-workers must strive hard to keep everyone alive, including that of the criminal. Onizuka is unconscious that it is a sign of a series of dangerous events soon to follow.
