Who’s That in the Sky?! is a side-scrolling shooter in which the player controls the Guardian of Earth, a flying creature. He is brought before the Galactic Council for permitting armies of doom creatures to rampage across Earth’s cities. Jupiter leads the council and comprises all the guardians of the other planets. To prove his innocence, he must explain his version of events, including how he defeated the monsters, to gather proof. The player must play through each recollection of the invasion as a set of levels to demonstrate that you, as a guardian, exerted sufficient effort to stop it. The Guardian of the Earth moves constantly and can be positioned anywhere on the screen. His left arm is replaced with a simple laser with infinite shots to take out foes. From the right side of the screen, various waves of adversaries appear. The Guardian is entirely unbeatable and cannot die or lose health. To complete a level, he must keep the elemental black monsters known as Ravagers from going by so they do not exit through the left side of the screen. Only fifty Ravagers can cross through each stage before the game is done. These dark critters are relatively easy to defeat and do not even fire, yet they come in enormous swarms and must be eliminated rapidly. In addition to his basic strike, the Guardian can hover over them and grasp and rip them apart. Many more powerful animals attack. They primarily serve to prevent the Guardian from dispatching the black creatures. They move before them to absorb fire, and their bullets and assaults can momentarily shock or move the character. Many enormous enemies must often be weakened before the Guardian can grasp them and use a rapid series of buttons to dispatch them with a devastating attack comparable to a quick-time event. Prominent opponents do not need to be destroyed and are free to depart the screen without consequence. There is usually a massive boss after each stage. If the Guardian repels numerous waves of foes in a row, a power bar appears in the screen’s bottom left corner. It has three levels, each requiring a powerful attack, such as a quicker fire rate or a massive laser beam. The bar is reset as soon as a Ravager escapes. In addition to the regular Story Mode, which has four unlockable settings, there is an Infinite Mode and a Challenge Mode.
